E-scooters in Florianópolis: Whoosh and JET, what a ride costs, where to ride and where to park

You can rent an e-scooter in Florianópolis from Whoosh or from JET, whose app is Go Jet: they are the two scooter companies the Prefeitura listed in March 2026. Each app shows its own price. You must be 18, and both operators ask you to keep to cycle lanes and to streets with a limit of 40 km/h or less, at up to 20 km/h, and to end your ride at a parking point your app shows.

Which e-scooter apps work in Florianópolis?

In March 2026 the Prefeitura, the city government, listed three shared micromobility companies in Florianópolis: JET and Whoosh, which rent e-scooters, and Tembici, which rents docked e-bikes.

  • Whoosh, running since June 2023. Its accreditation (credenciamento) to use the city’s public space, first signed on 23 November 2023, was extended in November 2025 to 23 November 2027, the local press reported. Its app shows each scooter’s battery and price; you sign up with an e-mail address, a phone number and a card or a Pix top-up, and you can rent up to three scooters on one account.
  • JET, running since September 2024. Its app in Brazil is Go Jet, run by JETSHR LTDA. In July 2026 JET said its scooters served Ingleses, Campeche, the Centro and the Continente, the city’s districts on the mainland. JET says you need no driving licence.

Both rent only to adults. JET ties each account to a CPF, the Brazilian taxpayer number, and Whoosh’s terms list the CPF among the details it may ask for. Neither says what a visitor without one should do.

How much does electric scooter rental in Florianópolis cost?

Neither operator publishes a Florianópolis rate on its website. Whoosh shows a scooter’s rate when you tap it in the app, and both its unlock fee and its price per minute can change with demand. JET says its rates vary by city, day of the week and demand, and it charges paused time like riding time.

A Whoosh Pass, for a week, a month or a year, removes the unlock fee but not the price per minute. Whoosh may hold up to R$25 on your card when a ride starts.

Where can you ride an e-scooter in Florianópolis?

Brazil’s national rule, CONTRAN Resolution 996 of 2023, leaves it to the authority in charge of each road to say where scooters may go. It may allow them in pedestrian areas at up to 6 km/h, on cycle tracks, cycle lanes and signed cycle routes at the speed it sets, and on streets with a limit of 40 km/h or less.

The city’s own rules are known mainly from the local press, which reported in June 2023 that a 2019 city decree sets 20 km/h on cycle tracks and lanes and 6 km/h on pavements and footpaths. The decree predates the national resolution, and later reports give other limits, so go by the signs and your operator’s rules.

What the operators ask:

  • JET asks you to keep to cycle tracks (ciclovias), on-road cycle lanes (ciclofaixas) and signed cycle routes (ciclorrotas), and where there are none, to ride at the right-hand edge of streets with a limit of up to 40 km/h.
  • Whoosh’s terms say much the same: cycle tracks and lanes first, then streets with a limit of up to 40 km/h, and the pavement only where the city allows it, slowly. Its scooters reach 20 km/h in Sport mode and 15 km/h in Drive or ECO mode, and slow to 9–15 km/h in areas with a lower limit. Its terms also make you get off to cross at footbridges, underpasses and pedestrian crossings.

Mind the pavement. CONTRAN’s resolution sends riders who break it to the Brazilian Traffic Code (Código de Trânsito Brasileiro). Riding where it isn’t allowed is a medium offence, fined R$130.16; riding on a pavement or footpath where it isn’t authorised is a very serious one, with the fine tripled: R$880.41. Both operators make you pay any fine that reaches them.

In August 2025 Whoosh and the city’s Guarda Municipal announced a road-safety blitz for scooter riders on the Hercílio Luz bridge; Whoosh said riders who keep breaking the rules may be blocked from its app.

Where to park a JET or Whoosh scooter

Both operators let you end a ride only at a parking point their own app shows.

  • Whoosh: ride to a “P” on its map, end the ride and photograph the scooter. A “P” on red is a Whoosh-branded bay; a “P” on yellow is a virtual spot with no rack, where you leave the scooter out of pedestrians’ way. Ending a ride anywhere else costs R$40. Whoosh also bans leaving its scooters in front of garage entrances or in bays reserved for particular vehicles.
  • JET: leave the scooter only at a point the Go Jet app shows, and photograph it at the end of the ride. JET forbids leaving scooters on pavements, pedestrian crossings or accessibility ramps.

The Federal University of Santa Catarina (UFSC) has its own say on its campus. In a notice of 23 August 2023, its school, the Colégio de Aplicação, said the university had told the Prefeitura on 9 August that Whoosh’s scooters stood on campus pavements without the authorisation it requires.

Where to find JET and Whoosh scooters in Florianópolis

At 12:48 on Sunday 25 October 2026 the map of Florianópolis showed about 2,270 standing scooters: 1,410 Whoosh and 860 JET. That is a snapshot, not the size of either fleet, and scooters on a ride don’t appear.

The city lies mostly on Santa Catarina Island, with its Continente districts across the bridges on the mainland. Matched to the municipal boundaries of the Brazilian Institute of Geography and Statistics (IBGE), every scooter counted between 12:54 and 13:04 stood in the city itself: about 1,850 on the island and about 420 in the Continente, all within about 3.5 km of the bridges and none over the boundary in São José.

  • The middle of the island, which holds the Centro: nearly 1,000 Whoosh and 170 JET scooters, about 50 of Whoosh’s on the east side, where it lists Lagoa da Conceição.
  • The north of the island: about 320 Whoosh, where it serves Jurerê and Canasvieiras, and 210 JET, all in its Ingleses area.
  • The south of the island: about 170 JET, all in its Campeche area, and no Whoosh.
  • The Continente: about 300 JET and 120 Whoosh.

The map shows JET separately in Palhoça, on the mainland to the south (about 340 scooters), and further north in Balneário Camboriú (860) and Itapema (210).

The map shows Go Jet and Whoosh: each Whoosh scooter’s charge and range, and each JET scooter’s charge. It shows no prices, parking points, zones or hours; the apps do.

Buses and the city’s bikes

Neither operator lets you take its scooter on a bus or in any other vehicle. The FAQ of Consórcio Fênix, which holds the city’s bus concession, says nothing about scooters.

The city’s bike share, run by Tembici and sponsored by Estácio as bike Estácio, has only e-bikes, with pedal assistance and no throttle: 350 bikes at 51 stations, Tembici says. On 25 October 2026 its page priced a monthly plan from R$32.90, with up to four 30-minute trips a day, and a 48-hour Lazer pass from R$24.90, plus a R$20 hold.

Since February 2026 JET has rented e-bikes in Florianópolis again, more than 300 of them by July. The map shows neither JET’s e-bikes nor Tembici’s.

Did you know?

  • Shared scooters came back in 2023. Whoosh received its operating licence (alvará) in May 2023, for a planned 1,000 scooters at 200 points on the island and the mainland, and its scooters took to the streets in June.
  • Scooters follow the summer. The city counted 51,119 active scooter-app users in February 2026, at the height of the season, and just over 8,000 in June.
  • Rides are short: 1.76 km on average by scooter, against 8.77 km on a shared bike. In February 2026 riders made 323,110 scooter trips covering 617,528 km, by the city’s count.
