E-scooters in Antalya: BinBin, Beam, Martı, Hop and Turkey’s 2026 rules
E-scooters in Antalya are rented through four apps: BinBin, Beam, Martı and Hop. BinBin publishes no Antalya price; the app shows the unlock fee and the price a minute before you start. Turkish law lets you ride from 15 without a licence: in the cycle lane where there is one, otherwise on roads with a limit of 50 km/h or less, and never on the pavement. On Yaşar Sobutay Bulvarı, the Lara tourist road through Kundu, scooters are banned outright.
E-scooters in Antalya: BinBin, Beam, Martı and Hop
Four companies rent e-scooters in Antalya province. The Ministry of Transport licenses each operator, and UKOME, the transport coordination centre of Antalya Metropolitan Municipality, gives out the scooter permits district by district and decides where they may run. In January 2026 it set up a scooter commission, coordinated by the police, for scooter numbers, limits, routes, and storage and waiting places.
- BinBin lists Muratpaşa, Konyaaltı, Kepez and Alanya, and the main campuses of Akdeniz University and Alanya’s Alaaddin Keykubat University. It rents to anyone of 15 or over; visitors sign up with a passport number, a photo of their ID and a selfie.
- Beam, in Türkiye since September 2022, lists Muratpaşa, Konyaaltı, Kepez, Manavgat and Alanya. Its Turkish rules ask riders to be 15.
- Martı lists Antalya among its six cities and asks riders of its scooters to be 16.
- Hop lists Antalya among its cities; its rules ask riders to be over 15.
At 22:40 on Sunday 25 October 2026 the Antalya map showed about 3,500 scooters: about 2,330 BinBin in the city and about 1,190 Beam across the province. That is a snapshot, not the fleet. In a night count at about 03:00 on Monday 26 October, on the state land registry’s district boundaries, Muratpaşa had about 1,360, Kepez 750 and Konyaaltı 720. Manavgat had 125, all Beam and about 50 of them in Side, and Kemer 46, all Beam, though Beam’s website doesn’t list Kemer. None stood in Aksu, which takes in Kundu, or in Döşemealtı.
Alanya had about 980 that night: about 530 BinBin and about 460 Beam. Since 26 October Alanya’s map counts both, and Beam’s scooters in Manavgat and Kemer count under those towns, not in Antalya’s total.
The map shows BinBin’s and Beam’s scooters with their position and battery: no prices, zones, parking or hours. Martı’s and Hop’s scooters are only in their apps, and it shows no e-bikes or mopeds. New to shared scooters? See how to rent an e-scooter.
How much does an e-scooter cost in Antalya?
BinBin’s locations page leaves the Antalya price blank (checked 26 October 2026). Its app shows the unlock fee and the price a minute when you pick a scooter, and since June 2026 the national regulation has made every operator show its prices in its app or on its website. BinBin charges your card or prepaid balance at the end of the ride.

On BinBin’s map, light areas are where you may ride and park, orange marks a speed limit and red a parking ban. Outside the light areas BinBin holds you to 10 km/h.
Where can you ride an e-scooter in Antalya?
National law, the Highway Traffic Law (Karayolları Trafik Kanunu, KTK), decides where you ride, as in İstanbul:
- In the cycle path or cycle lane where there is one, not on the carriageway beside it.
- Otherwise on the road, but only where the limit is 50 km/h or less; never on motorways or intercity roads.
- Never on the pavement or anywhere set aside for pedestrians, and no more than two side by side in a lane.
Not on the Lara tourist road in Kundu. On 30 June 2026 UKOME banned scooters, Roadpet and Ginger vehicles and three- and four-wheeled mopeds from all public areas of Yaşar Sobutay Bulvarı in Kemerağzı and Kundu, widening its ban of September 2025.
No-go and slow zones are UKOME’s. Under the national regulation, its decisions list where scooters may not run and how fast they may go, at most 25 km/h. In 2022 it set a top speed of 20 km/h for e-scooters in Antalya and told the operators to block them, through their apps, on the tram line, in the old town (Kaleiçi), on Konyaaltı Kent Meydanı, on Kapalıyol (Kazım Özalp Caddesi) and on Liman Caddesi in Kemer. Its decisions online, which run to June 2026, don’t change these, but we couldn’t confirm the operators still apply them: your app shows the zones. Since June 2026 the regulation has made operators enforce zones: a warning sounds as you near a no-go zone, and inside one the scooter slows gradually to 6 km/h.
The seafront. On Konyaaltı’s seafront (Akdeniz Bulvarı) and in Konyaaltı Beach Park, a UKOME decision of June 2022 keeps the pedestrian areas for people on foot and the cycle paths for pedal bikes and e-scooters only. Elsewhere, as on the Lara seafront, we found only the national rules: ride in the cycle path where there is one, never on the promenade, and walk the scooter in pedestrian streets.
Where to park an e-scooter in Antalya
Parking rules come in three layers:
- The national regulation bans parking that blocks pedestrians, disabled people or traffic, or on private property, and gives the operator two hours to collect such a scooter.
- UKOME decides on parking areas, and since January 2026 its scooter commission has been in charge of storage and waiting places. In November 2022 it banned parking around public buildings such as police and gendarmerie stations, governors’ offices, courthouses and Konyaaltı’s municipal buildings.
- The operators. BinBin lets you park in the light areas of its map, except on private property, never in a red one, and you end the ride with a photo. Martı accepts only the parking areas its app allows, clear of crossings, pavements and entrances. Hop asks you to keep clear of pavements, bus stops and shop entrances.
Turkey’s e-scooter rules in 2026, and who sets them
The rules come from three texts: the KTK, which has covered e-scooters since December 2020 and whose fines Law 7574 set from 27 February 2026; the Highway Traffic Regulation (KTY); and the Ministry of Transport’s Electric Scooter Regulation (Elektrikli Skuter Yönetmeliği) of 14 April 2021, last amended on 13 October 2026.
| Rule | What applies | Set by | Fine |
|---|---|---|---|
| Age | 15 or over; no licence needed | National law (KTK); Martı sets 16 | 1,246 lira for letting a child under 15 ride |
| Where to ride | Cycle path or lane first, then roads with a limit of 50 km/h or less | National law | 5,000 lira |
| Pavement | Never | National law | 5,000 lira |
| Speed | 25 km/h at most; lower in zones | The regulation; UKOME | – |
| Passengers and loads | One rider; only personal items carried on your back | National law | 5,000 lira |
| Hands | Both on the handlebar, except to signal | National law | 5,000 lira |
| Red light | Stop | National law | 5,000 lira |
| One-way streets | No riding against the flow | National law | 10,000 lira |
| Phone | Not while moving | National law | 5,000 lira; 10,000 the second and 20,000 the third time in a year |
| Alcohol | 0.50 ‰ for private-car drivers, 0.20 ‰ for other drivers; no separate e-scooter limit, so don’t ride after drinking | National law (KTK); Hop says don’t drink and ride | 25,000 lira for a driver over the limit |
| Helmet | Not required for e-scooters; the app must remind you to wear one | The KTY; the regulation; Hop asks you to | – |
| Reflective vest | Compulsory when riding at night | The KTY | – |
| Parking | Not blocking pedestrians, disabled people or traffic; only where the app allows | The regulation; UKOME; the operator | The operator moves it within 2 hours |
AntRay trams, the airport and the university
AntRay. Antalya Ulaşım’s tram rules ban riding a scooter in stations and on trams, and allow on board only a folding scooter, carried folded for the whole trip and pushed, not ridden, through the station: end a rental before you board. Folding bikes travel in a bag during all service hours, other bikes outside 07:00–09:30 and 16:00–20:00 on weekdays and Saturdays, and all day on Sundays. We found no scooter rule for the city buses.
Under the national regulation, airports, university campuses, hospitals and national parks handle the scooter permits on their own land:
| Place | Owner | What it says |
|---|---|---|
| Antalya Airport | Fraport TAV, the airport operator | Nothing on scooters in its transport pages. AntRay links the airport with the centre, the intercity bus station and Fatih |
| Akdeniz University | The university | No scooter rule found; BinBin lists its main campus |
| Karaalioğlu Park | Its manager | No rule found: follow the signs and the app |
Winter and riding at night
We found no night ban, but at night you must wear a reflective vest. From November to February the operators may keep as few as 40% of their permitted scooters out in each district, against 70% the rest of the year, so there may be fewer in winter.
The map of Antalya shows which BinBin and Beam scooters stand near you and how charged they are.
Did you know?
- Beam spans the coast. That night its scooters stood from Kemer district to Alanya, more than 140 km apart as the crow flies.
- No nearly flat scooters. Since December 2025 the regulation has required operators to make sure the scooters they rent out are at least 20% charged.
- The app must show your carbon footprint. Since June 2026 the regulation has required every operator’s app to compare it with a car’s.
