E-scooters in Toruń: Bolt, Poland’s rules, parking and towing, and why they stay off the trams and buses

You can rent an e-scooter (hulajnoga elektryczna) in Toruń with Bolt; check the fare and the minimum age in the app. Polish law limits you to 20 km/h and sends you to the cycle path first, then to a road limited to 30 km/h, and the pavement only as an exception. Toruń’s trams and buses carry no e-scooters, folded or not: the city’s rules ban electric bikes and other vehicles driven by an electric motor on board, electric wheelchairs aside, though an ordinary kick scooter can come along.

Where can you ride? Poland’s e-scooter rules

Poland’s Road Traffic Act (Prawo o ruchu drogowym) sets the riding rules in Toruń, as everywhere in the country. An electric scooter (hulajnoga elektryczna) may go no faster than 20 km/h.

  • Cycle path or cycle lane first, where there is one for your direction.
  • Otherwise the road, but only where its speed limit is 30 km/h or less.
  • The pavement only as an exception: beside a road with a limit above 30 km/h and no cycle path or lane. Ride at walking pace there, give way to pedestrians and don’t get in their way.

All are national rules, the same in Toruń and every other Polish town. The tickets come from the government’s fines tariff in force since 1 January 2022, and the helmet fine from the Code of Petty Offences.

The helmet rule covers rented scooters too. The National Road Safety Council (KRBRD) said on 3 June 2026 that it applies whether a rider under 16 uses their own scooter or a rented one, and that a helmet, though not compulsory from 16, is advised.

Adults need neither a driving licence nor a bicycle card to ride.

How Toruń explained the 2021 change

Electric scooters became vehicles in Polish law on 20 May 2021, and the city of Toruń explained the change to residents on its website that day. Until then their riders had been treated as pedestrians. From then on they were road users bound by the traffic rules: above all, no riding on the pavement (save the exception above), no riding two to a scooter and no riding after drinking. They also had to signal a turn by hand, keep a gap when overtaking and give way at junctions, the city said.

The amended Road Traffic Act sorted these devices into three groups, as the city summed them up:

  • Electric scooter (hulajnoga elektryczna): driven by an electric motor, with no seat and no pedals.
  • Personal transport device (urządzenie transportu osobistego, UTO): also electric, with no seat or pedals, but not a scooter, such as an electric skateboard or a self-balancing vehicle.
  • Devices that help you move (urządzenia wspomagające ruch): sports and leisure equipment powered by your muscles and used standing up, such as rollerblades or an ordinary kick scooter.

The notice’s minimum age of 10 and its fines are out of date: the table above gives today’s.

Parking and towing in Toruń

National law lets you leave an e-scooter on the pavement only in a place marked for it or, failing that, at the pavement’s outer edge, parallel to it, leaving 1.5 m for people on foot. Before you end a ride, check where the app lets you finish it.

If a scooter is left where parking is banned and it blocks traffic or puts anyone at risk, the police or the municipal police (Straż Miejska) can have it removed at its owner’s cost.

Toruń’s city council voted unanimously on 22 July 2021 to add electric scooters and personal transport devices to the list of vehicles it charges for removing from the road and storing, the city’s road authority, MZD (Miejski Zarząd Dróg), said the next day. The resolution set the fees for 2021 and left those for other vehicles, from resolution 525/20 of 19 November 2020, unchanged:

Fees for removing an e-scooter or personal transport device in Toruń in 2021 (city council resolution of 22 July 2021, as MZD listed them)
WhatFee
Removal from the roadPLN 116
Each day in storagePLN 13
Removal ordered, then called off, once the truck has reached the scooterPLN 96
Removal ordered, then called off, after the scooter has been loadedPLN 96

The amounts match those for a bicycle or a moped and are below the ceiling the law allows, MZD said. The resolution deals with removal from roads, pavements and cycle paths, where scooters were very often left just anywhere, a deputy mayor said. These 2021 amounts are the latest MZD has published on that page: check with MZD for the current fees.

For a rental, the owner is the scooter company: check its terms in the app to see what it may charge you if a scooter you parked is removed.

Trams and buses: no e-scooters on board

Toruń’s trams and buses are run by MZK (Miejski Zakład Komunikacji w Toruniu), the city’s transport company, with the city (Gmina Miasta Toruń) as the organiser. Their order rules (przepisy porządkowe), set by the city council, leave no room for e-scooters:

  • No e-scooters, folded or not. Since 1 January 2021 the rules have banned carrying electric bikes and any other vehicles and personal transport devices driven by an electric motor. On 8 June 2026 MZK reminded riders that under council resolution 526/20 of 19 November 2020 this covers e-scooters too.
  • Electric wheelchairs are the only exception, if no larger than 1,200 mm long, 700 mm wide and 1,090 mm high, placed in the space marked for wheelchairs and prams, belted in where the vehicle has belts, and able to turn on the spot inside.
  • An ordinary kick scooter can come along, with no extra fare, MZK said on 13 May 2025: place it so that it doesn’t put other passengers at risk or dirty their clothes. In June 2026 MZK put the condition as not hindering other passengers’ journeys and not creating any danger.
  • No rental scooter, then. End your Bolt ride and park it properly before you get on.

MZK gave safety as the reason in June 2026: an e-scooter’s lithium-ion battery has a far larger capacity than a phone’s, and a damaged, short-circuited or faulty one can overheat out of control and catch fire. E-scooters are also heavier than ordinary ones and, if not secured properly, can tip over or slide when a tram or bus brakes hard.

Bikes, and personal transport devices the rules don’t ban, may travel on these terms:

  • In the space marked for wheelchairs and prams, shown by a pictogram.
  • Two at a time at most: two bikes, two devices, or one of each in a vehicle.
  • Folded, if they fold (wheelchairs aside), and carried so that they don’t put other passengers at risk, dirty their clothes, or damage or dirty the vehicle.
  • Wheelchair users and passengers with prams come first. If they need the space, you give it up and get off, with no refund of your fare.
  • A bike pays its own fare: twice the price of a single standard ticket, since 1 January 2021.

Wearing rollerblades or roller skates on board is banned too, electric ones included, MZK said in May 2025: even standing still, a passenger on wheels can lose their balance and fall, hurting themselves or others.

Did you know?

  • At Toruń’s first Copernicus Airshow, on 30 August 2026, bikes and scooters were not allowed in. Visitors were to leave them before the gates, at unguarded parking for bikes and scooters by gates 1 and 5, the city said in July; the Bulwar Filadelfijski on the Vistula, the show’s venue, was to close to pedestrians and vehicles for the day.
  • Poland modelled its under-16 helmet rule on the one for ski slopes, KRBRD said on 3 June 2026.
