E-scooters in Halmstad: Voi

At 11:05 CET on Tuesday 3 November 2026 the map of Halmstad showed about 430 Voi scooters free to rent at that moment.

Halmstads kommun, the municipality, keeps a page on e-scooters (elsparkcyklar), last updated on 17 June 2026, with a table of the companies that rent out e-scooters and hire bikes in the town. The municipality also lists Ryde; check its app.

The municipality didn’t procure the service and doesn’t pay for it, and in turn the companies pay it nothing. It is the police (Polisen), the page explains, who grant the permit to rent out e-scooters and cycles, and who can fine a rider who breaks the traffic rules. The municipality also keeps up a dialogue with the companies, for instance on how their scooters should be parked to keep them out of the way of traffic and people on foot.

What does a hire scooter cost in Halmstad, and how old must you be?

Check the app: it shows the fare before you unlock, along with the company’s own minimum age and its terms. Halmstads kommun suggests getting to know the company’s own rules and terms as well; you will find them in its app or on its website.

Swedish law ties some rules to a rider’s age. A helmet is compulsory for anyone under 15 (Trafikförordningen, chapter 6, section 4 a). Once you are 15, you may leave the cycle path for the road itself, riding with special care, on stretches where the speed limit is 50 km/h or below (chapter 3, section 6). Whatever your age, Transportstyrelsen, the Swedish Transport Agency, recommends a helmet (page updated 14 August 2026).

Where to park in Halmstad: the sparkeringar

Halmstads kommun has designed what it calls sparkeringar, spots where e-scooters are meant to be parked. Its page names these among them:

  • Stora torg
  • Norre port
  • Lilla torg
  • Stadsbiblioteket (the city library)
  • Resecentrum (the travel centre)
  • Högskolan i Halmstad (Halmstad University)

The page carries a map layer of the sparkeringar, which loads only once you accept the site’s functional cookies. The existing cycle parking the municipality has designated may also take e-scooters, and a second map layer shows where it is.

Wherever you leave a scooter, it must not stand where it blocks or endangers anyone, whether people walking, cyclists, buses or cars. The municipality singles out the pavement: a person who doesn’t see well can be seriously injured by a scooter standing on it. Transportstyrelsen asks riders to keep in mind the elderly, children and people who move with difficulty, too.

Swedish law says the same for any e-scooter, whoever owns it. Trafikförordningen, the Traffic Ordinance, was amended in 2022 (SFS 2022:905) so that an e-scooter may stand on a footway or cycle path only in an uppställningsplats, a space set aside for parking, or in a cycle stand (chapter 3, section 48). Section 47 forbids parking any vehicle where it is dangerous or needlessly hinders or disturbs traffic, and section 49 forbids leaving it with a wheel over the lines of a marked parking space.

End a hired ride at a sparkering or at cycle parking the municipality has designated, where you can. Anywhere else, a footway or cycle path is no place for it unless a parking space or a cycle stand is there, and it must never be in anyone’s way.

Where a hired ride can’t end

Some places in Halmstad are closed to the return of a hire scooter. Halmstads kommun names these as examples:

  • along the river Nissan in the centre;
  • at Centralstationen, the central station, where special e-scooter parking is provided instead;
  • just in front of Halmstad Arena, which also has special e-scooter parking;
  • Halmstad’s skatepark.

These limits come from an agreement between the municipality and the companies that rent out e-scooters, so they bind the companies and their hire scooters. On top of them, each company may set parking limits of its own, so check the app before you end a ride.

Pedestrian streets in the centre: 6 km/h, and people on foot first

Where a street in central Halmstad is signed as a pedestrian street (gågata) or as a walking-pace zone (gångfartsområde), you may go no faster than 6 km/h, the municipality says. The national rule for such streets is Trafikförordningen, chapter 8, section 1: vehicles there move at walking pace, can’t be parked, and must let pedestrians go first.

Halmstads kommun boils the rest of the cycling rules down to a few points for e-scooter riders, who are bound by them just as cyclists are:

  • ride with care, and give way to pedestrians;
  • as a rule, take the cycle path if the street has one;
  • keep to the right, and pass others on their left;
  • signal well before you turn, so that others know where you are heading;
  • one person only on each scooter.

On footways and paths built for walking, people on foot have priority, and wherever you meet or overtake them you must give them the space and time to move out of your way (Trafikförordningen, chapter 3, section 58). Transportstyrelsen adds two habits: ease off when you pass others, and set your speed by who is around, the curves, the ground and how far ahead you can see.

Swedish e-scooter rules in Halmstad, and the fines

To count as a bicycle in Swedish traffic, an e-scooter must top out at 20 km/h, with a motor rated at 250 W continuous power at most, Transportstyrelsen says (14 August 2026). A scooter that meets both limits goes where bicycles may go and follows their rules, and a rider who breaks them risks a fine. A faster or stronger one is not allowed in public traffic at all, only inside a fenced area the public can’t enter.

The rules themselves are the same across Sweden; our Helsingborg guide, down the coast, sets them out too.

A badly parked e-scooter in Halmstad: who acts

If a hire scooter is in the way or parked dangerously, tell the company that rents it out rather than the municipality. Each company is responsible for keeping its scooters from causing an obstruction or a danger, and once it has a report it has two hours to move a scooter that stands dangerously, Halmstads kommun says.

You will find the company’s contact details on the scooter itself and on its website. The municipality’s page gives these:

  • Voi: support@voi.com.
  • Ryde: a contact form on its website.

The municipality also says it will go out from time to time and gather up wrongly parked e-scooters where bad parking is most common.

Why Halmstad makes room for shared scooters

Halmstad is growing, and its streets and shared spaces are getting more crowded, the municipality notes. Its target is that by 2050 half of its residents’ journeys will be made by space-saving, sustainable means: walking, cycling or public transport.

Shared e-scooters and hire bikes in the town can lower the need to own a vehicle, in the municipality’s view, and can make the bus or the train an easier choice when a scooter covers one leg of the trip.

Riding your own e-scooter in Halmstad

Owning your scooter doesn’t change the traffic rules above, but it adds duties of your own. The rider answers for the scooter meeting the technical requirements, its limits and its equipment alike, says Transportstyrelsen; for a child’s scooter, the guardian does.

Plenty of the e-scooters on sale exceed the speed or power limits, the agency cautions, and those are barred from public traffic. Some e-scooters must also have traffic insurance.

The national parking rules, on footways, cycle paths and obstruction, cover your own scooter as well.
